Ítem Solo Metadatos Inversión en capital humano: la percepción de los directivos de empresa(Universidad ESAN. ESAN Ediciones, 1992-09-30) Vera, José CarlosResearch dedicated to prevention in health matters, specifically that related to the worker in the company and that related to the care of the mother and the child in the framework of family planning. In-depth interviews and surveys were applied to the general, administrative and financial managers of a sample of representative companies of their sector that had a considerable female population. It was sought to determine the perception of managers regarding social benefits, health prevention, family planning and the current offer of prevention services. An attempt was also made to evaluate the current situation of preventive health services in companies. Among other findings, it is found that managers do not have internalized the concept of prevention as a way to avoid the deterioration of the health of workers and, therefore, to increase their productivity. Regarding family planning, they do not conceive it as a form of prevention nor do they manage to clearly establish the relationship between income, nutrition and good health. They are more interested in disease prevention than in well-child control, gynecological control, pregnancy and childbirth.Ítem Solo Metadatos Sistemas de salud y subsidios a los pobres: un modelo de financiamiento de salud para el Perú(Universidad ESAN. ESAN Ediciones, 2004-06-30) Vera, José CarlosThis research develops a financing model for public health services that establishes the health expenditure per person that the State would have to pay according to the package of services it wishes to offer and the population it decides to subsidize. With this objective, it proposes a health insurance system for the entire population, in which the State contributes all or part of the value of the corresponding premiums to the population with the fewest resources, thus replacing the subsidy to the offer —which it currently provides— by the subsidy to the demand, which means freedom of choice of the user as regards both the insurance entity and the service provider. The actuarial financial analysis is used for the necessary calculations, which is based on an analysis of the health situation and the transactions of services in the market in terms of their financial consequences. One of its main findings is to confirm that the problem of health in Peru is not the lack of resources, but the way in which the health sector and the subsidy system have been structured.Ítem Solo Metadatos Instrumentos de análisis para identificar operaciones de lavado de dinero(Universidad ESAN. ESAN Ediciones, 2006-12-30) Vera, José CarlosMoney laundry is the process that hides the origin of resources obtained through illegal activities like drug trafficking, smuggling, corruption, tax fraud, white-collar crimes, public misappropriation, extortion, illegal work, and, lately, terrorism. The resources are presented as coming from legal activities, and are freely traded in the financial system. However, thanks to the ongoing efforts of international organisms, the countries have established regulations, institutions and organisms to fi ght this crime. In Peru, the entity created for this purpose is the Financial Intelligence Unit, and several legal provisions have been set forth in this regard. This document presents a methodology aimed at generating analysis instruments, indicators and procedures to allow fi nancial institutions to detect money laundry operations. The information used to generate said indicators is provided by INEI’s annual economic survey database, and the information to generate the analysis instrument comes from satellite accounts.Ítem Solo Metadatos La administración del desarrollo sostenible en el contexto de la economía social de mercado(Universidad ESAN. ESAN Ediciones, 2007-12-30) Vera, José CarlosThe theory of market social economy appears neatly when dealing with environmental conservation and the search for the wellbeing of the underprivileged. These concepts have been used in various countries and today it is possible to see countries that carefully watch over their environment and have achieved signifi cant social balance. Peru has not been alien to environmental and social concepts and for more than four decades has establishes organizations, designed policies and enacted laws to look at these issues. However, the outcomes have been limited. Among the reasons that explain the ineffectiveness of such regulations and institutions perhaps among the most important are the lack of effective oversight and control over economic agents, and an ineffi cient design of the ways to attain goals through regulations and institutions. For that reason, this paper proposes policy options to correct market outcomes and a way to build institutions that will allow to accomplish the desired goals.
