Estrategias para optimizar el control gubernamental: un enfoque institucional y preventivo

Abstract

This article analyzes the current state of government oversight in Peru and its relationship to the fight against inefficiency and corruption. It begins with an initial assessment—supported by the metaphor of Sisyphus—that highlights the limitations of traditional preventive and repressive strategies. Based on this, reforms are proposed to strengthen the role of the Supreme Oversight Body, with an emphasis on staff training, institutional reorganization, and the prioritization of effective actions that optimize the use of resources, promote public investment, and restore public trust.

Este artículo analiza el estado actual del control gubernamental en el Perú y su relación con la lucha contra la ineficiencia y la corrupción. Parte de un diagnóstico inicial —apoyado en la metáfora de Sísifo— que evidencia las limitaciones de las estrategias preventivas y represivas tradicionales. A partir de ello, se proponen reformas orientadas a fortalecer la función del Órgano Superior de Control, con énfasis en la capacitación del personal, la reorganización institucional y la priorización de acciones eficaces que permitan optimizar el uso de recursos, promover la inversión pública y restaurar la confianza ciudadana.
