La Journal of Economics, Finance and Administrative Science (JEFAS), de la Universidad ESAN, es una publicación académica de acceso abierto que presenta investigaciones revisadas por pares en administración, economía y finanzas, con un enfoque en el contexto latinoamericano e iberoamericano. Fundada en 1992 como Cuadernos de Difusión, en 2009 cambió de nombre a su actual denominación como JEFAS. Ha evolucionado en colaboración con importantes editoriales, como Elsevier y actualmente Emerald Publishing. La revista publica investigaciones de alta calidad sin costo para los autores, con el respaldo de ESAN y su compromiso con la difusión del conocimiento científico y académico, y la práctica gerencial.

    El gerente y la cultura de las empresas en el Paraguay

    It gives an approach about management, its styles and the culture of Latin American companies – topics dealt with sparsely and marginally – from Paraguay’s case which country is unique to the rest of the continent. The basic hypothesis is that the social system significantly influences the companies and those who work in it, shaping a style of management and culture typical of those companies and with which their identity is formed. The research, exploratory, was conducted based on three observation elements: in-depth interview, opinion interview and Paraguayan history. It was possible to prove the validity of the theoretical model developed and it was found that the culture of the company is the result of social, economic, political and cultural development and the predominant archetypal dynamics in society and not the simple statement of values and beliefs divorced from the conditions that create the forms of organization. Paraguayan companies were also found to be characterized by traditional management styles and paternalism; their managers believe that managing means applying classic management models, which prevents them from generating their own models that take advantage of the potentials of society and culture.

    Simplificación administrativa municipal ¿imposición o iniciativa propia?

    In 2006, thanks to an international cooperation project, an administrative simplification process was implemented in a Peruvian province municipality to evaluate and modify the stages for the issuance of operation permits. As this initiative was organized by the cooperating institution, access to information was not complete and this resulted in overlapped efforts, additional time investment, changes in the budget and, above all, some inaccuracies in the expected results, which were noticed at the end of the consultation process by the municipality’s own staff. This case will demonstrate the importance of taking into account the points of view of an organization’s members during the decision-making process, as this is the key to success in any change initiative.

    La cultura en las organizaciones: un fenómeno central en el saber administrativo

    This article is the result of empirical and bibliographical research processes about organizational culture. It relates some relevant aspects that, from the traditional perspective under which this concept has been understood, may be contrasted with more critical ones, such as that proposed by the Canadian school to which some of the authors researched belong. Likewise, this article may be considered a complement to one previously published by the author, also mentioned in the text.
