It outlines the most important permanent features of the British administration, those which have remained constant over the past hundred years or so. It then describes the major changes in the public service between 1960 and 1970 and during the government of Margaret Thatcher. It also discusses some unresolved issues and identifies key lessons learned on how to reform and maintain an efficient public administration. Furthermore, it is explained that the British civil service has been altered by accession to the European Community, because their laws restrict the formulation or implementation of British public policies. Finally, thirteen essential elements for an effective civil service in a modern democratic state are mentioned.Ítem Solo Metadatos Performance estratégica y económica de empresas estatales: el caso de las aerolíneas latinoamericanas(Universidad ESAN. ESAN Ediciones, 1992-03-30) Gallegos Monteagudo, ArmandoSeeks to develop new methods to identify objectives and evaluate the performance of state-owned companies, as well as to compare their performance with that of private companies. Comprises the operations between 1981 and 1987 of 17 airlines classified as: public Latin American, private Latin American and North American with operations in Latin America. First, the Delphi method is applied to identify the objectives and criteria for evaluating the performance of public airlines. Secondly, new methods for performance evaluation are evaluated using Data Envelopment Analysis. The third part is devoted to comparative performance studies and their implications for management and public policy formulation; the tools developed in the previous stages are used to relate ownership, international competition and efficiency. The results of the study indicate that the privatization strategies applied may produce some, but modest, efficiency gains. More fruitful might be to consider other strategies that allow moving up the entire efficiency frontier, such as some deregulation of domestic and international markets.Ítem Solo Metadatos Gestión y política industrial en sectores de alta tecnología: el caso de los semiconductores(Universidad ESAN. At the same time, it is sought to demonstrate that the correct orientation should be aimed to the intensive research and closely related to technological developments. It is argued that change and a flexible response are the necessary ingredients of an industrial policy aimed to meet the requirements of this industry. It specifically focuses on semiconductor companies to illustrate what sector like this could entail for public policy. This sector faces in complex ways a situation of continuous change and interaction through all the stages and processes from products. It reviews the evolution of public policies, from the welfare state approach to the modern approach of the promoter State, and then explains the process of designing and managing public policies. The article calls the attention to public policies as a way to transforming a situation of social dissatisfaction into a situation of social satisfaction.
