    The transition of the Peruvian political system to decentralization has uncovered a number of factors that condition national development although by bringing the State closer to the people, the contrary should be expected. These elements underlie the existing culture of government and the ordinary citizen’s so that despite specifi c opportunities to foster development, they are not revealed in human development indicators but only on economic indicators. One of these elements is the natural reaction to changes in the power structure existing inside the centralist system that have been revealed by the slow transfer of competencies from the central to the sub-national governments. Another such element is the limited ability of sub-national governments that fail to respond to the challenge of demonstrating better competencies to address the citizens’ demands.

    La competencia intercultural como llave para el desarrollo del Perú

    The term «intercultural competence» originally referred to the conscious skills and attitudes that the student and everyone involved in teaching a foreign language had to develop to understand the sociocultural context and decode messages from the language they were teaching-learning, meaning is no longer exclusive to this area. This article is about how the implemen-tation of intercultural competence has become very important in international relations, international cooperation, education and business; it allows optimizing the communication between different countries and cultures. Also, focus on its application to the national situation. Finally, gives an example of what can be a good practice of «intercultural competence» with the Chinese culture as a reference.

    This research offers a conceptual basis on public policies and their extension towards State policies, with an emphasis on policies to promote social and economic development in the context of decentralization. It reviews the evolution of public policies, from the welfare state approach to the modern approach of the promoter State, and then explains the process of designing and managing public policies. The article calls the attention to public policies as a way to transforming a situation of social dissatisfaction into a situation of social satisfaction.
