(Universidad ESAN. ESAN Ediciones, 2006-12-30) Ganga Contreras, Francisco; Águila Sánchez, Marcela
This article underscores the impact of Information and Communication Technologies (ICTs) on organizations in the new information or knowledge society. In this effort, it addresses the main theoretical foundations of ICTs and highlights the leading role placed by the Chilean government in e-trade by creating an on-line government procurement system (ChileCompra). Additionally, it presents the results of a survey to suppliers in the Los Lagos region on their perception of this new system, in operation since 2003. Specifi cally, it aims at finding out what is the present status and impact of ICTs in the Los Lagos region, what are the main inconveniences suppliers find in this region to operate the new system and how satisfied they are with these services.

Percepción y expectativa de los ciudadanos peruanos frente al gobierno electrónico
(Universidad ESAN. ESAN Ediciones, 2004-12-30) Cardona, Diego
This work presents how Peruvian citizens evaluate government efforts to implement e-government initiatives. First, the basic concepts used in the article are described, then the Peruvian e-government policy is briefly exposed, and it ends up by measuring how citizens perceive e-government and what they expect from it, through a model developed by the author during his doctoral research (Cardona, 2004). The model includes five latent and independent constructs: attitude, aptitude, confidence, relevance, and satisfaction, which affect two latent and dependent constructs: the citizen's perception and expectation regarding their interaction with public administration using information technologies and communication, under the effect of illustrative variables related to citizens, institutions and the environment.

Adopción e implementación del comercio electrónico por empresas medianas en el Perú: un estudio de casos
(Universidad ESAN. ESAN Ediciones, 2002-12-30) Yamakawa Tsuja, Peter; Serida Nishimura, Jaime
This paper examines the factors associated with the adoption of electronic commerce and the relationship between these factors and the degree of implementation of this technology in medium-sized companies in Peru. It does so base on the empirical evidence provided by companies that represent successful experiences in the use of electronic commerce. Also, in response to the need to use a unit of measurement different from the binary one adopts/does not adopt to establish the degree of implementation of the technology of electronic commerce, this research presents a measurement proposal that considers four dimensions: volume, diversity, amplitude, and depth. The framework of analysis comes from the theory of the diffusion of innovations.
